The City Planning and Development Division provides spatial direction to the public and private sector, ensuring the urban form reflects the Capital City with the aim of warranting that services delivery takes place seamlessly, is accessible and responsive to the needs of its local communities. The Department provides guidance towards the design and the development of the Municipality’s spatial form by leading spatial transformation through land use management, spatial planning, development management and facilitation and build environment and enforcement to create an efficient capital city. The department is responsible for the processing of land development applications; from the submission to the linking of the land use rights and other supplementary applications. In support of the City’s drive to improve convenience and service delivery various City Planning requirements are now available on line.

The following applications are available online on the e-Tshwane Portal.

  • Rezoning Application form and the submission of mandatory and other documentation.
  • Removal of Restrictive conditions application form and the submission of mandatory and other documentation.
  • Application form for Consent of the Municipality in terms of the Title Deed and the submission of mandatory and other documentation.
  • Consent Use form and the submission of mandatory and other documentation.
  • Permission of Additional Dwelling-house application form and the submission of mandatory and other documentation.
  • Permission Application and the submission of mandatory and other documentation.
  • Application form for Township Establishment or Extension of Township boundaries and the submission of mandatory and other documentation.
  • Application form for a Division of a Township and the submission of mandatory and other documentation.
  • Application form for subdivision and\or consolidation and the submission of mandatory and other documentation.
These solutions aim to replace the use of manual application applications, email applications are forthwith discontinued, and will improve the processing as well as turnaround times for applications within City Planning.

The published land development applications have been submitted to the City of Tshwane. In terms of the requirements of section 16(1) of the City of Tshwane Land Use Management By-law, 2016 (Amended 2024) (the “LUM By-law”) the applicant is required to embark on the public participation of the land development application within 28 days of submission of the application.

During the public participation period, the land development application can be viewed at the relevant Municipal Offices. Should the Municipal Offices be closed or in the case of any other eventualities the land development application cannot be perused at the Offices of the Municipality, a copy can be requested from the applicant.

Objections and or comments relevant to a specific land development application can only be lodged within the objection period as advertised in the public notification as placed by the applicant.

Any objection(s) and/or comment(s), including the grounds for such objection(s) and/or comment(s) with full contact details and submitted in the prescribed form as per Schedule 25 and FORM COT: F/31 of the LUM By-law, without which the Municipality cannot correspond with the person or body submitting the objection(s) and/or comment(s), shall be lodged with, or made in writing to: The Group Head Economic Development and Spatial Planning, PO Box 3242, Pretoria, 0001 or to CityP_Registration@tshwane.gov.za.

Schedule 25 and Form COT: F/31 of the LUM By-law for purposes of consideration thereof. The prescribed form to be completed by the objectors can be obtained from the applicant as well as from the Municipal Office as published by the applicant.

Please note:
The Municipality does not have the specific dates when the applicant will embark on the public participation of the specific land development application, he/she must only comply with the legislative requirements as set out in the LUM By-law.
The application as displayed on the e-Tshwane Portal, is as submitted by the applicant. Any inquiry regarding the application must be directed to the applicant.
The relevant application is published with the reference number. This reference number is displayed under the tab: “Reference number”. This will direct the user to the relevant land development application.
